IEEE 802.16 Session #102 Report

IEEE 802.16's Session #102 was held on 15-17 March 2016 in Macau in conjunction with an IEEE 802 LMSC Plenary Session. The attendance list is posted.

Officer Elections

The WG conducted elections for officer positions for terms beginning at the end of the session. Roger Marks was elected as Chair. Harry Bims was elected as Vice Chair and will also continue to serve as WG Secretary. Tim Godfrey continues to serve as Chair of the GRIDMAN Task Group, which will be assigned responsibility to develop the P802.16s draft, should the project become authorized.

GRIDMAN Task Group and Narrowband Activity

Prior to the session, the WG had presubmitted a P802.16s Project Authorization Request (PAR) and Criteria for Standards Development statement (CSD) IEEE 802 review. Comments were received and resolved, resulting in changes to the PAR, which address fixed and mobile wireless access in channel bandwidth up to 1.25 MHz. The revised PAR and the CSD were approved by the IEEE 802 Executive Committee on 18 March. The PAR will be submitted to the appropriate IEEE-SA committee (NesCom) for recommendation. Final IEEE-SA action on the request is anticipated by late June.

With the PAR making the expected progress, the WG decided to schedule meetings during the IEEE 802 Wireless Interim Session the week of 16 May on Waikoloa, Hawaii, USA. The WG meetings will comprise 802.16 Session #103 and will be scheduled for 17-19 May. The GRIDMAN Task Group Chair was authorized to issue a Call for Contributions summarizing the intentions for its work at Session #103 and the guidelines for submissions of contributed documents.

Revision of IEEE Std 802.16

The WG considered the submission of a PAR for the revision of IEEE Std 802.16. Such a revision should be completed prior to the completion of the next amendment, such as P802.16s. However, since the initiation of the revision is not urgent, and since the possibility exists of requesting an extention of the revision requirement until after the next amendment, the WG decided to defer the revision PAR pending further review and consideration of the detailed expectations for an extension request.

Withdrawal of Project P802.16.3

Project P802.16.3 was withdrawn, upon request of the 802.16 WG, by the IEEE-SA Standards Board on 5 February 2016.

"802.16 News" Mailing List
The "802.16 News" mailing list ("stds-802-16-news") has the sole purpose of distributing major announcements related to the Working Group. Those interested in following the progress of the group but not in the day-to-day details may wish to subscribe. Only the Working Group Chair is eligible to post to the list, and mailings will be rare: once after each bimonthly session and additionally for major news, such as the approval of a new standard. Those subscribing to the stds-802-16 mailing list, for active Working Group participants, need not subscribe to stds-802-16-news since the postings will be redundant.
